Allow packages to support Mono for Android

Mono for Android projects use a target framework identifier of MonoAndroid. NuGet restricts the list of framework names to the ones it knows of, so it's not currently possible to create a NuGet package that will install in a Mono for Android project.

The simplest fix for this is to add the following line to the _knownIdentifiers initialization in src\Core\Utility\VersionUtility.cs:
{ "MonoAndroid", "MonoAndroid" },
Then, a package can put Mono for Android libraries in a lib/MonoAndroid2.2 folder.
