NuPack caches downloaded .nupack files in memory

description

When developing a package, it's useful to:
  • Use a local repository for testing
  • Update the .nupack in there frequently without reving it
But currently, it's necessary to shut down VS between updates because it does over-aggressive caching.

Nothing really to verify; unit tests were added.

This is going to be more critical than we think. Once people start building packages it'll be annoying when try to test it out.
