Manage NuGet Packages hangs again on VS2013

I have a freshly installed laptop with Windows 8.1 and Visual Studio 2013 and I'm experiencing the same problem again that I had on Windows 7 and Visual Studio 2012. When I click "Manage NuGet Packages" on the context menu of the solution it hangs Visual Studio completely and finally it crashes. The only remedy is to remove the .suo file before starting Visual Studio.

This is happening all the time for me, Visual Studio 2013:

If I launch VS with a suo file present, VS will hang when I attempt to manage installed packages. Every time; no exceptions.

If I launch VS without a suo file present, I can manage installed packages as many times as I want with no issue.

@danliu asks above about source control, not sure if it matters, but I'm using "Perforce SCM" source control plug-in. On their Web site Perforce calls it "P4SCC" (not their newer P4VS plug-in)

Has this problem been resolved, yet? (I seem to be experiencing it at the moment.)
