Add -IgnoreDependencies option to command line version

Currently -IgnoreDependencies is only available through the powershell-command.

Actually, hold off on this for the time being. @FeiLing on the team has been doing a lot of command-line work. We are renaming the "install" command to "restore," and we'd need this to be handled on the new restore command (which has been beefed up pretty significantly).

I'll assign this issue to @FeiLink so that he can include it in the work he's doing therein.

We expect nuget.exe to get an overhaul at some point so that it can property install/update/uninstall packages from the command-line. We're not quite there yet though.
