Add option to show prerelease packages in the dialog

It would be nice to allow viewing and installing prerelease packages from the dialog.

Attached screenshot is what I have in mind. (Note that the reason it's a combobox is that the VS control that we use has built-in support for combobox.)

Verified.
  • "Include prerelease" shows prerelease packages
  • Install single prerelease package works
    • #1859 - fails to install prerelease dependencies
  • sort and search works on prerelease packages

It takes up a lot of space. I wonder if we could shorten it to "Stable only" and "Include prerelease"

I'm very confused; based on the status of this issue and its comments, etc. it would seem that this feature was added but its clearly nowhere to be seen in the 1.7 package mgr GUI. Was this actually ever done but then subsequently un-done for some reason? Whatever the reason, we really need this kind of filtering feature for NuGet, otherwise it really renders most of the support for pre-release packages mostly useless since very few people will ever see any pre-release packages :(
