GUI Package Manager Fails to Properly Create Package with Multiple Targets

I created a nuspec that contained three lib targets:
<files>
<file src="src\Hazware.Core-NET4\bin\Release\Hazware.Core.dll" target="lib\NET40-full\Hazware.Core.dll" />
<file src="src\Hazware.Core-NET4CP\bin\Release\Hazware.Core.dll" target="lib\NET40-client\Hazware.Core.dll" />
<file src="src\Hazware.Core-SL4\bin\Release\Hazware.Core.dll" target="lib\SL4\Hazware.Core.dll" />
</files>

When I use the GUI based package to open the nuspec, all the files are visible. Then I create the package in the GUI, and open the created package. Only the client profile version is there. Same if I check in the package opened via 7Zip.

However, if I create using the command line tool, it works.

Do you mean NuGet Package Explorer? If so, can you attach the .nuspec file and list our your directory stucture?
