I got the same error - The system cannot find the path specified followed by some HRESULT number. Unchecking the "Protect my computer and data from unauthorized program activity," checkbox in the RunAs dialog did resolved it for me and I was able to install NuGet.

I was having same problem installing NuGet extension. The error box message(approx.): The system cannot find the path specified. HRESULT: 0x80070003. I am inside a corporate domain and My Documents folder is mapped to a network drive, tried to undo that but couldn't. The solution: I asked IT Helpdesk to login to the computer using an account not having a network drive mapped. Once they logged in, the installation was smooth without any error and my regular account also got Nuget extension.

Unable to install: A Dialog box entitled "Visual Studio Extension Installer" appears, with this message: The system cannot find the path specified. (Exception from HRESULT: 0X80070003)

For anyone else having issues installing this:
If you get a "Run As" dialog asking you which user to run as, and there is a check-box marked that says "Protect my computer and data from unauthorized program activity," do yourself a favor and uncheck that box. Otherwise, you will get a very unhelpful message about H_FAIL returned from a COM component and installation will terminate there. Unchecking the box works for me. Hope this helps some stalwart adventurer out there!
