Package restore and custom repositoryPath

I' m using NuGet for C++ projects, and seems, that automatiс package restore do not work with custom repositoryPath

I whant use custom path, because I widely use boost package, and I realy do not want to have a lot of copies of 48000 files for 150+ Mb.

So, I configured nuget.config for that:
<configuration>
  <config>
    <add key="repositoryPath" value="c:\dev\Packages" />
  </config>
</configuration>
And place it inside c:\dev\projects

After it, created test solution and project
c:\dev\projects\nugettest\
    nugettest.sln
    nugettest\
        nugettest.vcxproj  and all other files
and added to it boost package

all works and compiles fine


well, let copy projects dir to some other place, e.g. c:\dev2\
c:\dev2\projects\
    nuget.config
    nugettest\
        nugettest.sln
        nugettest\
            nugettest.vcxproj  
            packages.config and all other files
Now, when I try to rebuild, nothing builds, and NuGet doesn't restore package.
