Using XDT to Transform an HTML File in a Package

Is it possible to transform an HTML file during package install, using something like default.htm.install.xdt? I've googled, but haven't really found anything.

This post came close: http://how-to-answer.com/questions/11291623/xdt-transform-fails-on-html-file-on-p-tag, but the file didn't actually get transformed during package installation.

What I want to do is this:

<html xmlns:xdt="http://schemas.microsoft.com/XML-Document-Transform">
<head> <link rel="stylesheet" type="text/css" href="Content/mystylesheet.css" /> </head> </html>

Both the stylesheet file and the transform file are located in a folder in the root of the package called Content.

Hopefully I'm missing something really obvious, or there'll be some way to achieve this.
