Empty <referneces> should mean nothing to reference?

Currently if a .nuspec file contains a <references> element in the <metadata>, only the files listed with <reference> elements are added as references when the package is installed. When the <references> element is empty however, all files are referenced when the package is installed, the same as if there is no <references> element at all.

This means there is no way to specify in the .nuspec file that none of the files should be referenced when installing the package. This is a problem for packages that only contain dynamically loaded plugins.

Has anyone figured out a way around this, or should I file a bug/feature request?
