NuGet .config file already exists. Skipping

I have created a NuGet package that's sole responsibility is add a .Config file to a Visual Studio 2012 project. The NuGet package works great when I install it through package manager into a project that doesn't already contain the .Config file, but if I make an update to the package and attempt to reinstall it I get the following Output message.

'.config' already exists. Skipping...

Is there a way when I'm creating the NuGet package, that I can tell it to always overwrite existing files?
