Hi,
Do i need to add .NET Framework assemblies references when creating and publishing a package

For example if i have reference to "System.Xml.Linq.dll" located in the .NET installation folder "C:\Program Files (x86)\Reference Assemblies\Microsoft\Framework.NETFramework\v4.0\System.Xml.Linq.dll" do i need to add the reference to the \lib \net40 folder as part of the package?

No, you only need to declare it in the <frameworkAssemblies> section of your nuspec file. http://docs.nuget.org/docs/reference/nuspec-reference
