NuGet.Server package will be signed from 2.7

Starting from v2.7, we will start strong-name signing the NuGet.Server.dll assembly inside the NuGet.Server package. We don't believe this will cause any issue to existing users but want to give the community a heads-up. If you have any concern of a potential problem to you, please let your voice be heard now.

Strong-naming and signing, despite VS's best efforts, are actually different things. Are we just Strong-Naming or also Authenticode Signing? I assume just the former since we don't Authenticode sign any of the other DLLs (Microsoft signs the DLLs it releases, but NuGet.Server is not one of those if I remember correctly :)).

Just want to be clear to avoid confusion :)

According to MSDN, both are called signing, strong-name singing vs. authenticode singing
