deleted package referenced in a project causes VS to hang

As part of the fix it's  planned to revert back change that was done with this issue http://nuget.codeplex.com/workitem/2608

<ResolveReferencesDependsOn Condition="$(RestorePackages) == 'true'"> RestorePackages; 
$(ResolveReferencesDependsOn); 

</ResolveReferencesDependsOn>

would be replaced with

<BuildDependsOn Condition="$( RestorePackages) == 'true'">
RestorePackages;
$(BuildDependsOn);
</BuildDependsOn>

in nuget.targets file

This would make package restore to happen when project is build instead of when assembly references are resolved which causes the issue.

Fix has been deployed to http://preview.nuget.org/packages/NuGet.Build/ version 2.2.1
Currently trying out the new package with the repro in the bug and then will publish it to production. By reverting back this change restore package would kick off when you build the project.

Update: Fix has been deployed to the offical NuGet feed, http://nuget.org/packages/NuGet.Build/ version 2.2.1
