Update from Continuous Integration

In our Hudson environment, before building I'd like to update to the latest package versions.

My understanding is that the update command attempts to update the packages.config file with the latest version from the repository (nexus).  However, if I run the update command first I get an error indicating that the packages folder does not exist.  Why is the packages folder needed at this point?

I'm using restoration in order to not store my packages.  It appears the only way to safely restore with the latest versions of my packages is to do the following:

1. Restore (Install) - Install the packages.config packages.

2. Update - Update the packages.config file with the updated version numbers.

3.  Restore again (Install) - Install the updated packages.

4. Build.

Am I missing something?  Seems crazy to need to restore (install) twice.
