Separate discussion top for NuGet "ecosystem"

Several developers in the NuGet ecosystem have asked for a separate forum or email list for discussions that are of interest to them. The NuGet team would use this to communicate breaking or major changes ahead of deploying them, and also to get feedback about the direction of features and such. And ecosystem developers would use this to provide feedback and voice questions and concerns, with a better signal-to-noise ratio than general NuGet discussions.

CodePlex now has discussion topics, and I was thinking it makes sense to use them for this purpose. We'd create a new General topic for the sorts of discussions we currently have and a new Ecosystem topic. You could subscribe just to the Ecosystem topic, or you could subscribe to All topics as you see fit. This way you can work in email if that is your preference, or on the web (where everything is also archived) if you prefer.
