nuget.org site attributions

On the nuget.org site we've found several packages that are of JetBrains, submitted by different people. Inherently there's nothing wrong with that as long as it abides by the terms of the licenses. However it is leading to confusion and technical questions to us regarding these.

Is it not possible to distinguish between the person that submits the package and the potential owner/proprietor of the package? At the package description level this is done, but when displaying information on the package, it merely says "By ...." which references the author field. Maybe a "Submitted By"  field is called for? Or "Package Maintained By"...

I've run into this issue, and I've refrained from creating packages in some cases because I didn't want the library owner to think I was trying to claim their work. I'd love to see this supported.

The next version of the gallery handles this a lot better, and it's getting very close to be released. https://github.com/NuGet/NuGetGallery
