We have one solution that is our all-in-one solution that contains all the projects related to our product. Occasionally, to speed things up we will open a solution that might include a minor accessory product that goes with the main product. Basically,
the point is that project A is in both solution X and solution Y and we might be using either solution at any point of time.
If we add packages to the project while using solution X and then close solution X and open solution Y and select "manage packages" it will say no packages are installed even though the packages.config file correctly shows the packages.
I looked but couldn't find if this is expected behavior or a problem.
