Discovery of local Nuget servers?

My client is a large organisation with > 2000 devs globally, mostly .Net.  There are quite a few internal APIs developed by different teams, including mine.  Setting up a centrally managed server is another layer of potential bureaucracy, best avoided.  Ideally, each team would manage their own nuget server and local nuget installs would discover them automatically, and perform federated searches across them.  These servers could be registered in AD perhaps? 

Is there already a solution to our problem, or am I on the right track in my thinking?

There’s nothing like that yet. One simple approach we considered is having some config file in the solution that contains a list of NuGet servers. That way, everyone working on the same solution would have that configured. But we don’t have the cycles to implement it just yet.
