Write local path instead of uri

Surely, web adress will be the most common way to link nuget packages.

But, localy i don't want to do it, i've just want to have windows folder with nuget xml to ask it.

Is the any way to specify link to local/intranet folder?

You can have a local repository, which isn't a path to an xml file but is a path to a directory with a bunch of nupkg files in it.

One interesting idea we should explore is to support 'unpacked' local repositories, which would make it easier to update bits inside a package without dealing with NuGet.exe, nor having a separate source folder.
